In 1964, there was a Sewer Bond measure which passed. It was called Proposition B.
The “Proposed 1964 Sewer Bonds supporting data and plans for each project, exhibit A” contains maps and notes about the affected area: including the Cayuga area and there are many references to the “headwater” areas which are uphill from the Cayuga area. Especially pertinent are maps #2, #25, #32, and #46.
